District Social Welfare Office, Chandel

 

            The District Social Welfare Office, Chandel was established in the year 1972 with a skeleton staff under the headship of one District Social Welfare Officer (DSWO) for implementation of several welfare programmes relating to old aged, destitute women/widows, orphans and persons with disabilities etc.

 

            At present, the office is situated at the newly constructed Mini Secretariat building, Block-D of D.C. Office Complex, Chandel District occupying three rooms and running with the following staff strength.

Schemes implemented by District Social Welfare Office, Chandel

1.       NSAP:  The National Social Assistance Programme (NSAP) was launched during the year 1995 for the Welfare of aged and women of the poor families throughout the Country. The assistance under the sub-schemes of NSAP are applicable only for persons belonging to BPL category. The programme of NSAP comprises of the following Components.

 

i.         Indira Gandhi National Old Age Pension Scheme (IGNOAPS): The eligible age for IGNOAPS is 60 years. The pension is Rs. 200 p.m. for persons between 60 and 80 years. For person who is 80 years and above the pension is Rs. 500 p.m. The existing pensioners are 2428 for 60-79 yrs and 332 for 80 yrs and above.

 

ii.       Indira Gandhi National Widow Pension Scheme (IGNWPS): The eligible age is 40 years and the pension is Rs. 300 p.m. After attaining the age of 80 years, the beneficiary will get Rs. 500 p.m. The existing pensioners are 227.

 

iii.      Indira Gandhi National Disability Pension Scheme (IGNDPS): The eligible age for the pensioner is 18 years and the amount is Rs. 300 p.m. After attaining the age of 80 years, the beneficiary will get Rs. 500 p.m. The existing pensioners are 65.

 

iv.     National Family Benefit Scheme (NFBS): Rs. 20,000/- will be given as one time assistance to the bereaved household in the event of death of the bread-winner. A woman in the family, who is a home maker, is also considered as a “bread-winner” for this purpose. The family benefit will be paid to such surviving member of the household of the deceased poor, who after local enquiry, is found to be the head of the household. For the purpose of the scheme, the term “household” would include spouse, minor children, unmarried daughters and dependent parents. In case of death of an unmarried adult, the term household would include minor brothers/sisters and dependent parents. The death of such a bread-winner should have occurred whilst he/she is more than 18 years of age and less than 60 years of age.

 

v.       Annapurna Scheme: 10 kg of food grain (wheat or rice) is given per month per beneficiary. The scheme aims at providing food security to meet the requirement of those eligible old aged persons who have remained uncovered under the IGNOAPS. The existing beneficiaries are 422.

2.      Manipur Old Age Pension Scheme (MOAPS): The Manipur Old Age Pension Scheme (MOAPS) is also known as State Old Age Pension Scheme. Under this scheme, a pension benefit of Rs. 200/- is extended to the destitute aged persons of poor families who attains the age group of 55 years and above in the case of female and 60 years and above for male. The existing number of pensioners under the scheme is 1434 in respect of Chandel.

 

3.      Schemes relating to Persons with Disabled: The Department of Social Welfare, Government of Manipur has taken up some welfare schemes relating to Persons with Disabled viz (i) Scholarship to Disabled student (ii) Financial Assistance to Disabled (iii) Unemployment allowance to Disabled (iv) Grant-in-aid to the registered organisations/associations formed by the persons with disabilities. Under these schemes, the Department of Social Welfare invites applications through district officers from the willing candidates for every year.

 

i).      Scholarship to Disabled Student: Under this scheme, there are 4 (four) categories of rate of stipends i.e. (1) Nursery to Class-V – Rs. 200/- per month (2) Class VI to XII- Rs. 300/- per month (3) Any Graduate/PG Diploma in any discipline- Rs. 400/- per month (4) Post Graduate/BE/MBBS/LLB/B.ed/LLM/M.Phil./PhD- Rs. 600/- per month.

 

ii)      Financial Assistance to Disabled: A Disabled Person applying for Financial assistance shall be a Manipuri by birth or, a person who has settled in the state of Manipur for at least 10 (ten) years. The assistance will be given to those who posses Disability Certificate issued by a Competent authority. Preference will be given depending upon the degree and persons below the poverty line. In case of M.R/M.I or profound category (100%) of any kind of disability referred above, the legal guardian may apply for the assistance.

 

iii)      Unemployment Allowance to Disabled: The payment of Unemployment Allowance will be applicable to all categories except Mental Retardation of disabilities educated but unemployed and registered with the Special Employment Exchange for more than two years and could not be placed in any gainful occupation and is applicable to disabled persons within the age group of 18 to 45 years. Categories of the persons with disabilities are:- Visually Impaired-a) blindness and b) low vision, Hearing Impaired, Locomotors Disability & Mentally ill. A disabled person applying for unemployment allowance shall be a Manipuri by birth or a person who has settled in the state of Manipur for at least 10 (ten) years.

 

iv).    Grant-in-aid to the Registered Organisations/Associations: The said scheme may apply by any registered organisations/associations formed by the persons with disabilities only or parents of Mental Retardation, Autism, Cerebral Palsy and Multiple Disabilities.
