8TH BN. MANIPUR RIFLES, LEIKUN, CHANDEL.

 

1.                  BRIEF NOTE ON HISTORY AND ESTABLISHMENT OF BATTALION:

The 8th Bn. Manipur Rifles, Leikun was raised on 1st May, 1985 at Leikun. Chandel district 3 (three) kms. North from District Headquarters, Chandel. Initially this Battalion was raised with 251 M.R. personnel transferred and posted from 7th Bn. Manipur Rifles. Khabeisoi to this Battalion with Shri J.B. Negi, IPS, as its first Commandant, later the strength of the Battalion was raised from 251 to 572 in the year 1986. At present the posted strength of the Battalion is 1112 as against the total sanctioned strength of 1174 including C/Drivers and excluding the Medical Staff and other Ministerial Staff personnel.

At present the undersigned Shri M. Rajen Singh, MPS is the Commandant of this unit as the 26th C.O. of the Battalion. The posted strength of the Battalion is 1124 including 4 Medical staffs and 3 Ministerial staffs.

 

b) Area of jurisdiction of the Battalion: The Bn is presently occupying an area of 427.92 acres of land under CS Dag No. 588 Liwa Khullen under Chandel Sub-Division. Out of which, nearly 27.54 acres of land is wet cultivable land under cs

dag No. 560. The handing and taking over of the said land was duly made on 4th  September, 1982 vide Memo No. DC-TPL/7/70/78/649 dated 4th September, 1982. A copy of the said handing and taking over and also a sketch map of the said area is available in the office. It may also be mentioned that an area measuring nearly 10 (ten) acres of land comprising of hillock lying towards the North Western corner of the 8 M.R. complex is presently utilized as Refugee Camp of Burmese students. Its is learnt that this Refugee Camp was opened as a temporary arrangement within 8 MR campus w.e.f. 28.10.1988 providing a safe and suitable political asylum to some members of all Burmese Students Democratic Front (ABSDF). However, they are being given shelter till date.

 

2.                  ROLE OF 8TH BN MANIPUR RIFLES, LEIKUN:

The role of the Battalion is to maintain peace and harmony in the areas of responsibilities by way of regular patrolling, frisking and checking and assisting civil police in counter insurgency operations at DHQ, Chandel and Moreh area. The personnel of this unit are provided fro guards and Escorts of VIPs/Officers/Vital Installation in Imphal East and west districts and thoubal district. In addition to this, 8MR also provides Bank guard duty at UBI Thoubal, UBI Moreh. SBI, Chandel, Manipur Rural Bank, Paona Bazar, Punjab National Bank, Imphal and other guards for vital installations as wellas R.O.P N.H.-39 (from pallel to sinam by staying at Molnoi and Sinam to Tengnoupal by staying at saivom) up to Moreh. Furthermore, a coy. Consisting of 1 Sub., 3 Jem. & 99 Ors are presently posted at Moreh to assist civil police, Chandel district in maintaining law & order duty at border town Moreh. The unit has a glorious part and tradition of selfless devotion to duty and courage.

 

Every year, this unit celebrates its raising day on 1st of May. And as usual, this unit had celebrated its 31st Bn. Raising Day, 2016 with befitting manners.

(b) Accommodation (Offices/Building):

At present there are 10 (ten) nos. 40 SM (single man)barracks available in the unit. The administrative wing including CO’s Office, Dy. COs’ Office, Adjutant Branch, Ministerial Staff, Coy Commanders’ Office and Unit Welfare Canteen of this Unit are housed in 2 (two) 40 SM barracks by giving proper partition while the Unit Baniya Canteen, the Bn. Stores and Jawans’ Recreation Room/Darbbar Hall are housed in 2 (two) other 40 SM barracks. The remaining 6 (six) nos. of SM barracks are occupied by different Coys. Of this Unit as Jawans’ Barracks –cum-Coy. Offices.

 

i)                    Family Quarters: There is only 1 (one) Type-V Quarters for C.O., 1(one) type-IV Quarter, 9(nine) type-III Quarters for the officers, 48 (forty eight) nos. of type-II pucca Quarters and 38 (thirty eight)nos. of type-II Kutcha Quarter for the families. Out of 9 Type –III Quarters, 48(forty eight) nos. of Type-II pucca Quarters and 38 (thirty eight) no. of kutcha type-II Quarters, 7 (seven) nos. of Type-III Quarters, 16 (sixteen) nos. of Type_II pucca Quarters and 21 (twenty one) nos. of Type-II Kutcha Quarters are lying vacant.

ii)                  Anda T-win Type-II Quarters (G+1) taken up by MPHC under Modernization, 2007-2008 have been completed on 05/07/2012 and handed over to this unit on 08/11/2013.

iii)                Mandir/Church: There is one Unit Mandir and One Unit Church inside the Bn. Campus. All the personnel of this unit go to there for worship at their own wishes and time.

 

5.   WELFARE:-

            The following welfare measures are being given to the unit jawans and family line members:-

i) Multi Gymnasium: An open drill shed has been upgraded int a full-fledged INDOOR STADIUM by walling both upper portion and lower portion with C.G.I. sheets. A badminton court made of teak has been constructed along with lighting fixtures. Unit personnel as well as unit family line boys are played daily in the gym hall.

 

      Mini gym items are also installed inside the hall for physical fitness of 8 MR Jawans as well as surrounding youths.

 

ii) Unit School: There is a Unit School called Mothers’ Union Public School (MUPS) having fro KG-I to Class- VII now running in the Unit since 25th August. 1999.

 

      The school has nearly 70(seventy) students (from KG-I up to Class VII. It is staffed by 6 (six) unit personnel and 2 (two ) women followers (as school mothers) and another 1 (one) lady civilian and 2 (two) civilian men also engaged as Head Mistress and Asst. teachers of the school.

 

iii) RECREATIONAL FACILITIES

Recreation facility Games & Sports for the men and family:

Both Indoor and Outdoor games are played in the Battalion HQs, Leikun along with the family members. Foot Ball, Volleyball, Table Tennis, Badminton, And Gym etc, are provided. Local daily newspapers are also [provided.

 

iv)                CINEMA/VIDEO SHOWS ORGANISED ETC.:

A Recreation Hall with a LCD Television facility is available and a film is shown daily for entertainment of the Jawans.

 

v)   UNIT WELFARE FUND:

Load from Bn. Welfare Fund are given when applied by the unit jawans for the purposes of medical treatment and other genuine grounds.

 

vi)  WELFARE/CO-OPERATIVE CANTEENS:

      Apart from the Baniya Canteen, this unit is running a unit welfare Canteen at subsidized rate smoothly by procuring articles from BSF Canteen, Koirengei and Assam Rifles, Chandel for the betterment of unit jawans and family line members.

 

vii) UNIT M.I. ROOM:-

This Unit has its own M. I. room having a sanctioned strength of 3(three) – Doctors, 3(three) Pharmacists, 4 (four) male nurse, 2 (two) female nurse and 1 (one) water carrier. But due to none posting of Doctor and other staffs, the Unit M.I. room is presently look after by 2 (two) female nurse, 1 (one) water carrier and 1 (one) attendant only.

 

viii) UNIT WELFARE CENTRE:-

The Family Welfare Centre of this unit is functioning as usual efforts are being made so as to enable families of Jawans who are interested in tailoring and embroidery works to join Family Welfare Centre to get themselves trained in this regards.

 

ix) UNIT WATER POINT:-

This unit has its own water point by excavating and digging the Maha stream. This water point has not only supplied waters for the Unit but has also benefited Civil Public of Chandel District Headquarters.

 

6.  GENERAL CONCLUSION:

      Providing law and order coverage to the District Police, in particular, and to cater to the security duty needs as required by the PHQ. Moreover looking after the general welfare activities of the Jawans and family of the unit personnel and general welfare of the public in general.

 

Discipline of officers and men of this unit are satisfactory and morale of the force is high and ready to meet any eventuality. The men of the unit remained in high level of the understanding and camredie with the people of the surrounding area and the overall relationship with the people is very friendly and harmonious.

 

MAJOR ACTIVITIES OF 8MR, LEIKUN, CHANDEL DURING 2015-2016:

                      The role of the Battalion is to maintain peace and harmony in the area of responsibilities by way of regular patrolling, frisking and checking and assisting the civil police in counter insurgency operations at DHQ, Chandel and Moreh area. This unit has been performing day to day normal activities as assigned from time to time and providing manpower for escorts of VIPs/Officers/Vital installation guards in Imphal East, West and Thoubal Districts. In addition to this 8MR also provides bank guard duty at UBI Thoubal, SBI-Thoubal & SBI-Chandel and other bank guard at Imphal area. Furthermore, this unit provides ROP when the VIPs/VVIPs tours and cash remittance etc, to Moreh, Chandel & Thoubal areas as per PHQ’s direction. This unit has 14(fourteen) security posts at Moreh, assisting the district police.

                     Some important programme and activities of the Battalion during 2015-2016 are highlighted as under.

(i)                      Upkeep/Maintenance of  the Family Lines :-  All t he family line quarters occupied by the jawans are properly maintained neat and clean. There has been no unwanted incidence in the unit family line and all the occupants observe all the formalities for occupation of government quarters as per rules. Repairing of the approach road to the family line has been completed. (Photocopy enclosed as A-1).

 

(ii)                    Recreation facilities including video shows :- An Open Drill Shed has been upgraded into a full-fledged INDOOR STADIUM by walling both the upper and lower portions with C.G.I. sheets. A badminton court made of teak has been constructed along with lighting fixtures. Unit personnel as well as unit family line boys do play daily. Both Indoor and Outdoor games are played in the Battalion HQs. Leikun along with family member. Football, Volley Ball, Table Tennis, Badminton, and Gym etc. are provided.  A Recreation Hall with a LCD Television with different TV channels is available and a film is shown daily in the evening for entertainment of the jawans. Local daily newspapers are also provided (Photocopy enclosed as A-1I).

 

(iii)              Unit Medical Inspection (M.I.) Room :- One senior M.O. namely, Dr. M. Joyson  Monsang with 2(two) Female Nurses are presently posted in the unit M.I.. All the indoor are being given medical aid in this M.I. Room. Battalion ambulance is used for transportation of patients outside the hospitals as and when required.

(iv)           Refresher & other training courses :- The unit personnel are being sent for refresher courses as well as other various training/courses inside and outside the state from time to time for their skill development.

(v)             Unit School & extension of school building :- There is a Unit School called “ The Mothers’ Union Public School (MUPS) ” having classes from KG-I to Class –VII. The unit school has been functioning since 25th August, 1999.The school has nearly 80 (eighty) students (from Kg-I up to Class-VII). Extension of  a school building having 4/5 Class rooms have been completed in the month of June, 2016.

 (vi)                 Construction/Repairing of HAWA MAHAL :- The old structure of Hawa Mahal which is situated within the premises  of the Bn. HQr. Campus, 8MR Leikun has been repaired and renovated by walling with painted bamboos and  laying of carpets, etc.  during the month of October, 2015(Photocopy enclosed as A-III).

 (vii)              Observance of International Yoga Day : This unit also observed the “International Yoga Day” on 21/06/2016 in a befitting manner which was attended by all officers, JCO’s NCO’s and ORs available at Bn. HQ, Leikun with Yoga demonstration led by Shri N. Nobin Singh. MPS AC, 8MR and others. Video recording of the observance was made and available in the unit(Photocopy enclosed as A-IV).

(viii)            Plantation of fruit bearing trees :- This unit has planted about 550(five hundred fifty)nos. of trees/fruit-bearing trees within the premises of Bn. Campus led by CO 8MR in two phases firstly on 13/07/2015 and secondly 30/06/2016(Photocopy enclosed as A-V).

                           As a part of compliance/action taken on Prime Minister’s directions given during the DGsP/IGsP Conference, 2015 this unit has performed the following activities during the month of June, 2016.

                           (i)                 Felicitation of students who have performed well at X and XII Class examination :- 3(three) students of 8MR, Family Line who recently passed in the Class-XII examinations conducted by COHSEM were felicitated by awarding cash rewards with certificates on 16/06/2016(Photocopy enclosed as A-VI)

                           (ii)                Donation of Footballs with Cash :- In order to develop a good police-public relationship and also  to bridge the gap between police and the public, this unit donated footballs with a cash amount of Rs. 2000/- (Rupees two thousand) towards the conduct of 10(ten) days Summer Football Camp held at Maha Union Govt. Higher Secondary School ,Chandel w.e.f. 16/06/2016 to 23/06/2016 as a preparatory coaching camp for state level Subroto Football Tournament to be held shortly at Imphal.

                          (iii)                Repairing of Battalion Playground :- The playground of the  Battalion  near the  Quarter Guard of 8MR has been repaired & renovated by cutting grasses and bushes as well as mending holes with dry clay.

                      (iv)   Friendly Football Match with reception of Mr. Thumly Joysing Monsang AIFF/AMFA referee:- This unit organized a friendly football match between 8MR. Football team and Chandel friends Football team at 8MR parade ground on 06/07/201 with a reception ceremony of Mr. Thumly Joysing Monsang AIFF/AMFA referee from Chandel District who recently officiated Asian Football Confederation (under-14) Regional Festival of Football at Dushanbe, the capital of Tajkistan from 20th to 30th May, 2016(Photocopy enclosed as A-VII).

                     (v)     A Sainik Sammelan was held on 15/07/2016 at BHQ, Leikun. Complaints/report made by the personnel of various post/guard were heard and necessary measures have been taken up to redress their grievances.

                    (vi)                 Assistance to the church :-  Penaching Church in 2015.

                        (vii)       Unit Fishpond: - This unit has a fishpond measuring about 20 x 70 meters within the Battalion campus. Different types of fishes are reared in the pond for the year ending 2015-2016.
